Linux-friendly project management

Someone I know is involved in a multi-national project (of which only a 
small part is IT) and is having the problem that the project manager 
has a Microsoft-only approach to life.  OOo makes a lot of that moot, 
but the use of Microsoft Project and its .mpp files is causing some 
problems.

Does anyone use:
  - an Open Source and/or Linux-friendly project manager that can deal 
with Microsoft Project files?
  - a web-based project manager that doesn't care what kind of browser 
the client has?
