With regard to Java, there are plenty of options, many of them
coincidentally
written in Java.  A couple of "bigger" IDEs are (both OSS as I recall):
- Netbeans
- Eclipse

Of course, you can also use your favourite editor (vi, emacs, pico,
whathaveyou)
along with the javac compiler.
