   AFAIK, downloading is the gray area, because of government tax to 
recordable matrices. It means if you buying matrices you already paying to 
sound and video production companies. Therefore you can download music and 
movies for yourself and make copies to friends, but you can't share it for 
uploading. And at the same time, the part of the encoded movie file means 
nothing, because you cannot see it without previous parts.
