Note also that /32 routes (individual hosts, eg. for PPP or PPPoE
connections and the like) can use every address in a block, including
those ending in .0 or .255.

The bottom line is that it's never ever valid to filter .255 or .0
addresses from other peoples' networks.  Only the people who manage a
particular network know if those addresses are in use or not.
