Doh, as Lennart suggested use  http://download.kde.org/stable/latest/
Debian/ ... I copied the wrong line from my sources.

I'm not sure what problems you're having, I'd originally installed kde 3.1.4 
right from kde and the upgrade to 3.2.0 was trivial.  It might have been a 
little tougher on the original upgrade from Debian's kde 2.2 to kde 3.1.x but 
I can't recall right now.
