using yum to get apt-get or apt

I do not know yum (nor Fedora actually) but I know that there is an rpm 
for this tools.  I have used it and it works pretty well.  You just have 
to download it and install it "manually".  After that, it works 
flawlessly (at least for me when I tried it).
