Definitely.  I have a static IP and 3MB service for a total of $36.33/month 
(including taxes).  Had I forked out the $50 setup fee (for static ip) then 
my total monthly bill would be just a shade over $32.

Cheap is my primary reason for using istop (I am Scottish ;-)  Ability to run 
servers is a close second.  Also important is that they don't treat you like 
an idiot when you call for support.
