That's only true for high-level jobs.

At my company, everybody considers themselves 802.11 developers, or NDIS
developers, or 802.11 firmware developers, etc.  To move to Linux would mean
hiring Linux experts.

Design and architecture aren't irrelevant here, but they are secondary to
technology.
