Configuring DHCP so that an IP assignment is for all practical purposes
static can make it a lot easier to map aberrant packets to the aberrant
user.

Also, back in the era of "unlimited dialup", assigning a static IP address
was a wonderfully value-added way of stopping a luser dead in his tracks
when he tried to share his dialup password with his friends.  Most routing
protocols will only deliver packets for a given unicast address to *one*
endpoint.
