URL's for PDF or PS files that work

I'm having troubles getting URLs that reference
PDF or PS files on Windows.  They work on non-windows
systems.

It appears relative addressing doesn't work for non-html
URLs on windows.

Problem is that within a html page I want to point to
a document in docs/X.pdf.

I've tried a number of forms but none appear to work.
In fact that ones that appear to get close hand the system.

Any ideas or suggestions?
