Or is apache configured to listen on both port 80 and 443 and is the
mod_ssl settings included in the httpd.conf?

I often forget that last part.A

On debian mod-ssl.conf is in the doc dir for mod-ssl and can simply be
edited and included by httpd.conf to do all the needed magic.
