    You don't; it's not tarred, it's not gzipped, and it's not an
    rpm. It's an HTML file.

    You go back to the web site and get the correct file.

    (You can read it with a text editor, or a web browser. With the
    latter, it'll look better if you rename it amsn-0_83.html.)
