I don't know how easy it would be to keep track of who someone is chatting 
with via an IM client. As for controlling it, the first step would be in 
identifying the port(s) used by the client. In the case of ICQ, it used 
port 4000 (IIRC). With that program, you could control use of it by adding 
rules to your firewall related to the use of port 4000.
